Monthly Meetings
The Council meets monthly (except August). As the Parish Council
is a statutory consultee all planning applications that are made in
the Village are sent to us by Babergh District Council for
comments. District and County Councillors present reports and a
Member of the
Safer
Neighbourhoods PolicingTeam attends or provides a report. There
is always time set aside for comment by residents and residents are
also encouraged to bring matters to the attention of the Clerk in
writing, preferably before the Agenda is issued.
Recent Discussions
The Council is currently in dialogue with the Village Hall
regarding funding of maintenance and the long term future of the
building and playground. Please look at recent minutes for more
information.
Code of Conduct
In July 2007 Members of the new Council elected in May
2007 signed up to the Local Government Code of Practice.
Standing Orders, which regulate the way Council Business is
conducted were adopted by the 2003-2004 Council.
Parish Plan
In 2002, with financial assistance from The Countryside Agency
and advice from Suffolk ACRE, the Council facilitated the
production of a Parish Plan. A Committee of representatives of
village organisations conducted a survey and published the Elmsett
Parish Plan. Out of (then) 292 households 262 replies were
received. This made the resulting information very reliable. Some
of the things that have come about as direct results of the Plan
are: new footways, a community wood, after school clubs, a Good
Neighbours Scheme and hopefully, soon, a Youth Club. This web site
also stems from the Plan. If you are new to our Village and would
like to see what was produced, a copy of the plan (while stocks
last) may be obtained from the Clerk. Non Residents will be charged
£5.00 per copy plus postage.
Local Housing Needs Survey
In March 2009 in conjunction with Suffolk ACRE the Parish Council
conducted a housing needs survey.

with Suffolk ACRE and it should be stressed that this is
only the first step towards any project.
Origins
Elmsett Parish Council, like many others was established
following the 1894 Local Government Act. The population of Elmsett
means that the council can have up to 7 Parish Councillors.
Changes
Since the1890s the Council has seen many changes and
developments in the Parish, including the replacement of the
Reading Room as a venue for village functions by the building of a
large Village Hall and the creation of an adjacent recreation
meadow (for more information please refer to The Book of
Elmsett)
