Parish Council

Established in 1589, the Parish of Flempton cum Hengrave incorporates the two villages of Hengrave and Flempton.

Parish Meetings

Meetings of the Parish Council are held approximately every two months and currently take place at the Lackford Lakes Visitor Centre at 7.30pm. Members of the Parish are welcome to attend. If an elector wishes the Council to discuss a subject the Clerk must be notified in advance in order to arrange to have placed on the agenda. Ad hoc meetings regarding planning applications are held as and when required usually involving members of the council only. Councillors who have an interest in the outcome of a planning decision must declare it and are absented from the decision making in that case.
Minutes of the meetings are compiled by the Parish Clerk and they are available on the Parish notice boards once they have been ratified as a true and fair record by the Council.

What is a Parish Council?

Parish Councils are the third tier of local government. Flempton cum Hengrave Parish Council was established in 1589. It consists of 8 voluntary Councillors who are elected for a four year term of office to serve and administer needs of the residents of the villages of both Flempton and Hengrave. It also employs a part time Clerk to the Council to implement policy decisions. Funding is raised by a precept on each adult resident in the Parish. Councillors are expected to abide by The Parish Councils (Model Code of Conduct) Order 2001 (ISBN 0 11 038781 3) which came into effect on May 5th 2002.

What do Parish Councils Do?

Parish councils can do anything that the law allows them to. A wide variety of powers enables them to provide community buildings, allotments, playing fields and equipment, support to community groups, luncheon clubs, youth clubs, village signs, festivals, footpath maintenance, street lighting, allotments, cemeteries and burial grounds, traffic calming as well as other facilities which enhance the life of the village or town. They are also consulted on local planning applications.

IMPORTANT NOTE: If  you want to ensure that your Parish Councillors can accurately represent the views of residents regarding planning objections please ensure that you copy in any correspondence to the Planning Dept such as objections to proposed applications to the Parish Clerk. This information can then be taken into account when the Council meets to review new planning applications.
