Priority Two

 

Councillor John Fields during the May tasking meeting raised 2 locations where it was believed that speeding was occuring. The first of these sites was within the 40mph speed limit on the B1113 Bramford close to its junction with Fitzgerald Road. The other site was on the old A45 Barham close to its junctions with Pest House Lane, Sandy Lane and the entrance to Shrubland Hall. This is what we have done about it:


Objective

 

Initially to ascertain if there was a problem at either of these locations we liaised with Suffolk County Council (SCC) and Safecam to assess the scale of the speeding problems at these sites and then to decide with our partner agencies the best way to deal with these.

In relation to existing enforcement, liaise with Safecam and the Roads Policing Unit (RPU) to see what level of enforcement already exists. It is hoped that by removing the problem, this will allow those residents affected by the noise to have a better quality of life.


Update

 

An SDR (Speed Detection Radar device) was deployed beside the road at both locations, and data gathered over a period of more than a month. The data has shown that there is a problem at the Barham site. Accordingly, as a result of the data we now have:

  • The adoption of this site as a Speed Site by the RPU and Safecam for enforcement.
  • The deployment of the 

    Speed Indication Devices (SID), held by the Mid Suffolk SNT.
  • To discuss the premenant erection of the SID device as endorsed by County Councillor John Field

  • SCC were supplied with data and it would appear that this doesn't support, due to financial commitments, the need for the problem to be "engineered" out of the road.

 

        
Outcome

At the tasking meeting on the 3rd September an update was given in relation to this priority.

With regards to Barham the data suggests that there is a problem of excess speed in the area and this has now been adopted by the Roads Policing Unit and Safecam as a site for regular enforcement, needless to say the SNT will also continue with their speed checks.

As for Bramford the data that we received from SCC implied that there was not a speeding problem on the B1113 with the average speed in either direction below the prosecution threshold, the average speed being 38 mph.

Councillor John Fields was at the meeting and who originally raised this as a priority and said that he would pass this back to his parishoners. In view of this it was agreed to discharge this priority.
