Planning Champions

As you will be aware, Government is working with NALC and CPRE in relation to its changes to the planning framework, including neighbourhood planning. SALC has been provided information on volunteering in this respect, click here  The national bodies have indicated that they have 15 candidates so far for Planning Champions and are seeking a total of 30. Better Broadband Conference
We are delighted to pass on an invitation to attend the Suffolk Better Broadband Conference, to be held on Friday 9th March 2012 at the Apex Conference Centre, Bury St Edmunds. The conference will mark the launch of the public consultation - the final step before commencing procurement for the Suffolk contract. The conference will include details and discussion regarding the proposals for Suffolk, as well as high profile speakers, showcases and demonstrations.

Auditing the Accounts 2009/2010 Parish Councils 

The Audit Commission has today published its Auditing the Accounts 2009/10 report, summarising the timeliness and quality of financial reporting by local (parish and town) councils.

The report - published for the first time - shows how well our local councils are doing on the timeliness and quality of their financial reporting. The overall message is positive, but there is still some progress for local councils to make, particularly in governance arrangements. To view the report please click on this link


Section 137 Expenditure limit 2011/2012

The Department for Communities and Local Government has confirmed that the appropriate sum for the purposes of section 137(4) (a) of the Local Government Act 1972 (“the 1972 Act”) for parish and town councils in England for 2011/ 2012 is £6.44.




PAYSCALES BRIEFING 

NALC on LOCAL GOVERNMENT PAY: 2011/2012

The Employers Side of the Local Government Services National Joint Council has informed the trade unions that, for the second successive year, it will not be in a position to make any pay offer. This is in response to the unions’ 2011/12 claim for at least £250 on all salary points. The Employers Side concluded that the protection of services, and consequent mitigation of job losses and redundancies, should take priority over any increase in pay.

Changes to Green Book in 2012/2013

Local authorities have been notified about proposals for next year’s negotiations as follows:
“The decision not to make a pay offer reflects the clear majority view expressed at the briefings but the Employers recognise that there is also significant support amongst councils for pursuing changes in the Green Book. We therefore intend to consult councils in the coming months on their priorities in this area with a view to proposing a package of changes as part of the 2012 pay negotiations”

Internal Audit

Internal audit is a key component of the system of internal control. An outside body or individual is appointed by the council as the internal auditor. It is not acceptable to appoint the council’s own clerk or own councillor as the internal auditor. Its purpose is to review whether the systems of financial control and other controls over the activities of the council are adequate, effective, and in line with current regulations.

Internal audit does not actively seek evidence of fraud, corruption, error or mistakes, but can assist the council in its responsibility for the prevention and detection of such occurrences. Managing the risk of fraud and corruption is the responsibility of the council.

Highways Winter Service 2010/2011

Fit Villages is funded by Suffolk County Council and the Suffolk Coastal LSP

Would you like to see a Zumba class in your village? Maybe pilates, tai chi or yoga? Nordic Walking perhaps? These are just a handful of the activities the Fit Villages project has delivered since April and we are looking for more villages to get involved!

All you need is a space to exercise in and some enthusiastic people! For further information, please click here or get in touch for an informal chat/ meet.

We are especially keen to work with villages in the Suffolk Coastal district but all villages are more than welcome to apply. Please note that the deadline for projects to start before our initial funding deadline (Apr 1) will be 27th January.




Community Sentences
Do you know of any community group who would be interested in a free presentation about community sentences? Would they like to meet a Magistrate and Probation Officer.

The project is a national development in partnership with the Probation Board Association and the Magistrate Association. However it is implemented at a local/county level and consists of a presentation to a group of people from 8 to 30 (we can be more if requested). It is an interactive presentation by a local Magistrate and Probation Officer. It takes about an hour and is Free. It follows a case study through court explaining what happens and what community sentence packages are available.

The aim of the project is -

“Magistrates and probation working together with local communities to improve public confidence in sentencing and raise awareness of the effectiveness of community sentences”

It also gives you an opportunity to meet and ask any questions to a local Magistrate and Probation Officer.

Rising to the Challenge
Sports organisations and groups in Suffolk are being invited to bid for funding to provide sporting opportunities for teenagers and young adults.
 

Part of Sport England’s London 2012 Olympic and Paralympic Games mass participation legacy, the Sportivate programme aims to capture the excitement of London 2012 to provide attractive sporting opportunities for teenagers and young adults in a sport of their choice

Participants will enjoy six weeks of coaching at a local venue – and they’ll get guidance on the places and people they can continue to play with when the six weeks are up. For further information vist www.risingtothechallenge.org

Does your community have a village shop?

The Plunkett Foundation

The Plunkett Foundation is undertaking a survey of Parish Councils across England and Wales to find out what the level of awareness is within rural communities of community-ownership approaches to rural challenges.
