UPDATE
The Boundary Committee intends to consult on a wider range of
proposals for local government unitary structures following legal
action which resulted in criticism on the limited proposals
consulted on in the last round. The consultation will take place
from 19 March to 14 May 2009 in order to meet the deadline of
making recommendations to the Secretary of State on 15 July
2009.

Swine Flu ‘Phase five’ – what does it mean?
In the light of the World Health Organisation’s decision to
change the global swine flu situation to phase five, NHS Suffolk

NHS asks National Heart Tsar to review
heart attack plans in East Suffolk
Following the high
levels of concern expressed by the public in east Suffolk over the
introduction of a new PPCI service for people with severe heart
attacks, NHS Suffolk and the East of England NHS Specialist
Commissioning Group are asking the National Director for Heart
Disease and Stoke, Professor Roger Boyle CBE, to urgently review
the plans.

HM Revenue and Customs
(HMRC) in partnership with the National Assocation of
Local Councils (NALC) and Action with communities in Rural England
(ACRE) is offering a series of FREE workshops to help town, parish
and community council clerks understand how VAT works for both
unregistered and VAT registered local councils.

Pancreatic Cancer: Services
to Improve Survival
A Public Consultation
Local people across the East of England are being
encouraged to have their say on a proposal for improving services
for pancreatic cancer patients. For more information,

The Farm Animal Welfare Council (FAWC) has sent NALC a letter
inviting comments on a review of their organisation. ‘The Farm
Animal Welfare Council (FAWC) is an independent advisory body
established by the Government in 1979. Its terms of reference are
to keep under review the welfare of farm animals on agricultural
land, at market, in transit and at the place of slaughter; and to
advise the Government of any legislative or other changes that may
be necessary.’

FAWC are looking to address four key issues;
(1) Is the work that FAWC does still needed?
(2) If it is, is FAWC the best organisation to undertake it?
(Other possibilities include ‘ad hoc ‘consultations; seeking advice
from a single external organisation; merger with another body.)
(3) How well has FAWC performed in the past and how might
performance be improved in the future? (This will include looking
at examples of past good practice, membership, partnership working,
and use of technology.)
(4) An executive NDPB or non-Ministerial Government Department
may be established after 2012 with responsibility for animal health
in England. What difference, if any, should this make to FAWC?
NALC currently do not intend to make a formal response but are
of the view that it may be of interest to some within the tier.
Therefore we’d be grateful if you could forward the details to
member councils who should respond directly, however, we would
welcome a copy of any submissions for our information.
The deadline for responses is Friday 3 July
2009.
East of England Development
Agency
No more EEDA funding for further rounds of the competition for
community carbon-saving projects once the second funding round has
ended. The budget for projects in the first round of the
competition is secure and will not be affected. For more

SALC has been advised
by NALC that NALC received a letter from Films of Record that they
wish to issue to burial authorities (including local councils) for
a future BBC Panarama programme. NALC, quite properly,
refused to distribute the letter. However, local councils
might wish to be forewarned that the company may well try to find
alternative means to distribute the letter and might seek to gain
the information direct from you. Please feel free to contact
SALC if you have any concerns.
