Every year hundreds of councillors
and clerks attend training with Suffolk Association of Local
Councils. The value of training in helping councils to reach their
full potential is recognised by members and it is a responsibility
that SALC takes very seriously.
SALC is committed to providing councillors, clerks and other
officers with the opportunity to develop their knowledge, skills
and professionalism through a wide range of training courses and
events.
We recently reviewed SALC training.
The result has been that you can expect to see:

We know that clerks and councillors
are busy people who need to plan ahead and have early notification
of training and events. Councils also need advance information to
help them with their budgeting. With this in mind we have produced
a financial year calendar and programme of training courses and
events.

Chief Executive Officer, Shona
Bendix.
Shona became Chief Executive in 2006
bringing a vast amount of knowledge and experience in local
government. She provides advice and support to member councils and
represents their interests on various bodies and liaison groups.
Shona is committed to SALC delivering a strong advice and training
service, to ensuring that member councils are supported in a way
that is appropriate to their size, activity and location and to
maximising the positive opportunities for all of our member
councils and their communities.
Deputy Chief Executive Officer,
Jayne Cole
Jayne became Deputy Chief Executive
Officer in 2008 after joining the Association in 2006. Her passion
and enthusiasm for local councils shines through in her advice and
support to member councils. She also has day-to-day responsibility
for ensuring that first-rate training is provided to member
councils, including prospective quality councils and quality
clerks. Jayne has served as a councillor and as a member of a
Standards Committee.
Training Team
Josephine Lea (Needham Market,
Mayor)
Jo is a long standing member of the
Training Team and the SALC Executive Committee and is also Deputy
Chairman. She has an in depth knowledge and experience of both the
role of clerk and councillor which is invaluable for her training
role. Jo is committed to delivering even the most challenging and
complex subjects with clarity, common-sense, humour and warmth.
Gordon Mussett (Haverhill,
Clerk)
Gordon joined Haverhill Town Council
as their first full-time Clerk in 2000. Here he oversaw the
negotiations for the transfer of the Town Hall Charity back to the
Town Council and the transformation of the Town Council to a major
employer with a turnover of just under £1 million. Gordon joined
SALC as a Member of the Executive in 2001 and became a member of
the training team in 2008. He attained the CiLCA in 2008 and
Haverhill Town Council has recently become a Quality Town
Council.
Bruce Laws (Consultant and
Trainer
Bruce is Fellow of the Institute of
Chartered Secretaries and Administrators. He has over thirty years
of local government experience at a senior level with Democratic
Processes and Councillor services including as Monitoring Officer
(probity, standards and ethics); Central, Electoral, and Licensing
services, (together with Emergency Planning and Rights of Way
functions) and Project Management.
Rosemary Cochrane (Barking,
Creeting St Peter, Gt Bricett, Clerk)
A CiLCA qualified Parish Clerk to
three local councils and an experienced Training and Development
Consultant. She has been a SALC Trainer for three years, delivering
Clerk, Councillor, and Chairmanship training as well as Management
Skills workshops.
Heather Heelis (Ufford,
Clerk)
Heather has local government
experience and is an internal auditor for councils across the
country. She has worked for many years as a Parish Clerk. Heather
is a long standing member of the SALC
training team with a particular
expertise in financial matters.

The Councillor is an important course covering the
essentials for both new councillors and long-serving councillors
seeking a refresher and update session. There have been many
changes over the last few years which impact on local councils.
Council powers have increased and there is greater recognition of
the role councils play in their communities. Councillors benefit
from this course which seeks to maximise confidence and build the

What does this course cover?
Councillor Next Steps is a new course that introduces
councillors to further aspects of their role and responsibilities.
The course also covers important area like project management and
partnership working that can help deliver community projects and
creating funding opportunities. Although this course is designed to
complement The Councillor course, it is not essential that
councillors have already attended The Councillor. Key

Leadership Skills

This course is delivered over 2 days or 4 evenings.

What does this course cover?
Leadership Skills is a highly recommended course intended
to help councillors acquire or further develop all the skills you
need to successfully chair parish or town council meetings. The
course builds confidence and helps develop and enhance essential
skills in order to perform this role.
The course also explores common issues that can affect the
smooth running of a meeting and how to overcome unexpected or
difficult situations.
Additionally, the course explores the impact of standing orders
on chairmanship, meeting control and people management. The wider
responsibilities of a Chairman are considered.

Planning Workshop

This course is delivered in a half day or an evening.
Who are the trainers?
The course will be delivered by one of the SALC training

What does this course cover?
This is a practical and informal workshop that will benefit any
councillor or clerk. It covers viewing planning applications and
formulating effective responses. It also introduces the Local
Development Framework and the role it plays in helping to determine
applications.
Additionally the course covers legislative changes such as to
householder permitted development rights and the recent Planning
Act 2008.

designed to help councillors and clerks develop an understanding of
its application. It will help councils to recognise where an
interest might lie and how it is best handled. Key elements

E-Planning
Designed for Councillors and

How long is the course?
This course is delivered in a half day or an evening.
Who are the trainers?
This is a unique, friendly and informal course delivered by
Jayne Cole, DCEO (MBSC).
What does this course cover?
The way that councils can access planning applications and
submit comments is changing. SALC introduces councils to the
changes with the assistance of interactive tuition using laptops
and the internet. Key elements include:
· Recent changes in law e.g. householder development rights
and the Planning Act 2008
· Information on local, regional and national guidance on the
Planning Portal
· The future of the Planning Portal
· An introduction to each of our district council’s online
planning provision, searching, viewing, downloading applications
and how to submit comments
· Practical help on how to view applications during
meetings
· Advice on how to make viewing applications through IT in
meetings a reality by outlining the equipment required and SALC’s
ability to procure IT equipment at local government rates and
signpost councils to relevant grants

Word 2007 has unleashed new and inspiring tools to enable any

is a valuable and helpful course. It takes the delegates through
the considerations involved in seeking and applying for grant
funding. Key elements include:

This is an opportunity to gain your FA1 Basic First Aid
Certificate which will be valid for three years. Key elements
include:

the workplace

Quality Council Status demonstrates a commitment to reach and
maintain a certain level of public service to a standard assessed
by an independent accreditation panel. This short session is an
opportunity for an informal discussion about Quality Council
Status. At the end of the session you should have a clearer idea
about whether this would have any benefits for your council and how
it can be achieved. Key elements include:

Power of Well-Being

How long is the course?
This is a two hour course.
Who are the trainers?

What does this course cover?
This is the official course that councils who wish to take up
the new power are required to undertake to fulfil one of the
criteria that 80% of their councillors must be trained. SALC can
deliver the course as a whole council course locally (contact the
SALC office to discuss). The course provides the information needed
to inform a decision on whether the power of well-being would be
useful for your council. It also helpful to clerks as preparation
for submission of Module 7 Power of Well-Being. Successful
submission of this Module is essential to the part of the council’s
eligibility criteria which relates to the qualifications of the
clerk.
Please contact SALC in advance if you wish to discuss your
council’s potential eligibility prior to the course.

This course is delivered over two and a half days.

What does this course cover?
Obtaining the Certificate in Local
Council Administration (CiLCA) qualification ensures that clerks
have a certain standard of understanding of their role and
responsibilities. It is also open to other officers and
councillors. This certificate is essential for clerks of councils
seeking to become eligible to use the power of well-being or
wishing to achieve Quality Council Status. This course provides
delegates with the training and support they need in order to be
able to submit their portfolio for assessment and have a better
chance of success. It includes all training materials and support
needed to help you to produce your portfolio. Intensive assistance
is available throughout the course and SALC will assess your
portfolio for you prior to its submission for assessment (this is
also available at a charge of £50 for those who have not attended
the intensive CiLCA course). The course now includes the
power of well-being Module 7. Key elements
include:
· An understanding of what CiLCA assessors are looking for
from portfolios
· A clear and comprehensive explanation of all of the topic

· Support while you start your portfolio during the
