The budget is the foremost control mechanism in a councils financial affairs and its importance should not be underestimated. The preparation of the annual budget is one of the key tasks to be undertaken in any local council. Aimed at councillors and clerks, this is an opportunity to review the key stages of preparation of the budget, providing practical advice on the factors to be taken into account in this process.
