Traffic Issues in Sprites
Ward
December 2009 - January
2010
Details
There has been
an increase in reports of traffic issues in Sprites Ward in
the South West of Ipswich. This includes parking carelessly outside
Gusford Primary School at school beginning and finishing times.
From a recent Priority Setting Meeting and a Police Surgery at
Ellenbrook shops, you have identified that there is a growing
problem with speeding along Bridgwater Road and Radcliffe Drive
which occurs most times of the day but increases in the
evenings.
Objective
The objective is to prosecute offenders and reduce numbers of
offences and reassure local residents. The Safer Neighbourhood Team
will tackle this issue by developing partnership arrangements
with the school, local shops and council, as well as
carrying out speed checks in the areas concerned.
Outcome
On 16th January 2010 a street
meet was held at Radcliffe Drive. The feedback suggested a
continuing problem and much concern over vehicles speeding. Many
partner agencies have been contacted to assist in reducing the
traffic issues that have arisen including the Council, SafeCam and
Traffic departments within the police service. There are some
positive highway safety features being implemented. The local
policing team dedicated 12.5 hours of their time enforcing speed
limits and good driving behaviour at the key locations. One notice
of intended prosecution was made, 1 fixed penalty ticket for
speeding was given and 18 advisory notices handed out to speeding
motorists. There were also dedicated patrols outside schools on the
Sprites Ward and a number of improvements have been suggested to
partner agencies involved in road safety management. Feedback about
enforcement activity was very positive from staff, parents, and
govenors from local schools.
Drug Activity in Jamestown
Boulevard
December 2009 - January
2010
Details
There have been
reports and concerns from residents of drug activity and
issues in key locations of South West Ipswich including Jamestown
Boulevard. Drug issues has been raised in profile following
operations conducted by Ipswich Safer Neighbourhood Teams, Streets
meets and Priority Setting Meetings.
Objective
The objective is for the SNT to enforce all drugs
legislation at Jamestown Boulevard and surrounding
locations by providing a high visibility policing response,
assisted by specialist officers. We are linking up with partner
agencies such as the ICENI Project to support people
with drug addictions, and to explore diversionary activities.
Outcomes
Research has identified that the drugs
issues in this particular location are not as bad as intially
thought. We continue to liaise with partner agencies, such as
Ipswich Borough Council and housing associations and patrol the
area and there are postive moves forward in setting up
local residents groups. There are plans for community events
such as a fun day in April 2010. There has been 4 hours of
targetted patrol at this location in January 2010. Feedback from
local residents suggests the area has been quiet in recent
weeks.
Arsons on Stoke Park
Ward
November 2009 - January 2010
Details
There was an increase in deliberate fires to bins,
hedges, fencing and sheds in the area towards the later end of
2009. There were 11 offences of arson in a period of three months.
The offences are particularly focussed around the areas of
Sandringham Close, Downside Close and Ramsey Close areas of Ipswich
but it is beginning to spread more widely across the Stoke Park
area. The results of our Public Forum and the Street Meet held at
ASDA Stoke Park Drive in late 2009 shows that this was still
an ongoing problem in the area and causing residents a lot of
concern.
Objective
The objective was to prosecute offenders and reduce numbers of
offences and reassure local residents and victims. The Safer
Neighbourhood Team will tackle this issue by developing partnership
arrangements with residents associations and Suffolk Fire Service,
and using a variety of policing tactics to apprehend offenders.
Patrols will be conducted at the hotspot locations on Stoke Park
(IP2 9D- postcode area) at various times and days throughout the
week.
Outcomes
Officers and PCSOs have been
patrolling Stoke Park Drive and surrounding areas reassuring local
residents and businesses. In the month of January 2010 alone we
have patrolled for a total of 66 dedicated hours the key
locations in both plain clothes and high visibility uniform. We
have consulted with the local Neighbourhood Watch Co-ordinators
keeping the informed of progress made and they have provided
positive feedback regarding perception of the efforts to tackle
this priority. The Fire Service have worked locally with police in
prompt reporting of all arson incidents to enable a pattern to be
identified. Crime reduction measures have been put in
place. The schools Fire officers and police are planning fire
prevention inputs for the future. Analytical work was
conducted leading to the identification of a number of potential
suspects. In total three persons were arrested, two of which were
later released with no further police action, a third on police
bail. The amount of offences have dropped substantially since late
December/early January 2010.
Burglaries in
Bridge Ward
November 2009
Details
This priority was recognised throught
partner agency Wherry Housing reporting residents concerns at
tasking meeting on 7th September 2009 and supported by crime
recording data. Dwelling burglaries have increased recently
on SW Ipswich, with six offences in the last week. Offenders are
taking advantage of insecurities with items such as laptops, cash
and jewellery being stolen. Roads on the Bridge ward (IP2 8 - -
postcode) have been identified as locations for our focus with
partnership work to prevent offences and to tackle
offenders.
Objective
The Safer
Neighbourhood Team will focus resources on locations in the Bridge
Ward (IP2 8 - - postcode area). Police will patrol to provide a
visible deterrent and reassurance to the community between 1700 and
2200. Community safety partners will assist in crime
prevention measures to target harden specific streets.
Outcome
Officers and PCSOs have been
patrolling the area of Bridge reassuring local residents and
businesses. Hi-Vis patrols have been carried out throughout the
day, mainly focussing their attention during the darker hours of
between 1700hrs and 2300hrs. A total of 11.25 hours have been
dedicated to the area, and as a result an offender has been charged
and committed to Crown Court and a second offender is currently on
bail. Housing associations have been liaised with to gain Intel
opportunities and well as local hostels. Officers successfully
distributed dwelling packs to all affected streets. A street meet
was held on 22/10/09 where discussions with residents provided news
that fewer households were feeling anxious regarding burglaries and
perceived that crime levels have regarding this issue
dropped.
Street Drinking
in Austin Street
November 2009
Details
There continued to be concerns
reported from the community about street drinking, with a common
focal point for street drinkers being at the benched area of Austin
Street. To target areas where street drinking is an issue and
enforce legislation including designated public place orders and
offences under the public order and licensing
acts.
Objective
The SNT to enforce street drinking legislation at Austin Street
providing a high visibility policing response, assisted by
specialist officers.
We
are linked up with partner agencies such as Anglia Care Trust to
support street drinkers identified as vulnerable, and to explore
diversionary activities.
Outcome
Officers and PCSO’s have been patroling Austin Street and
surrounding areas reassuring local residents and businesses. A
total of 13.5 hours have been dedicated to Hi-Vis patrol in the
area, which have lead to 5 seizures of alchol from persons street
drinking. Many of the drinkers spoken to have been of the Polish
community and appear to be unaware of the law on street drinking,
and cooperate with police enforcing measures. Therefore permanent
signage in English and Polish is being considered by Ipswich
Borough Council for the area, however officers have posted
Designated Public Place Order stickers around Austin Street and
dispersal areas for the time being. They have also distributed
leaflets to all shops selling alchol in the surrounding area. Some
shops have agreed to remove full strength cans from the shop floor,
and store behind their counters. On 5th December 2009 a Street Meet
was held at Station Street to speak to local residents and gather
feedback and comments, where we were informed that fewer drinkers
are now congregating around the area.
Although this
priority has been closed, officers will still patrol the area to
co-inside current priority in Jamestown Boulevard. This will
continue to refrain certain individuals from returning over
time.
Parks and
recreation grounds
August 2009
Details
As the weather improves the safer neighbourhood team
want to ensure that our parks and recreation grounds are safe for
all communities. Some antisocial behaviour has been reported at key
locations, particularly during the evenings and
weekends.
Objectives
To conduct site surveys of Chantry Park IP2 0DE,
Gippeswyk Park IP2 9AF, Ellenbrook Park IP2 9JQ, Stone Lodge Park
IP2 0QY and Bourne Park IP2 8LT with a view to improvements, and to
challenge and deter antisocial behaviour through the summer
months through to 7th September 2009.
Outcomes
Linking in with parks patrols, snt policing patrols
were conducted focussing on antisocial behaviour on weekends
and weekday evenings. Overall reported incidents of antisocial
behaviour were down on last year, with 489 reported ASB incidents
(year to date 7/9/9) compared with 573 last year.
In total 27 hours of dedicated
focussed patrol time was conducted on the parks in south west
Ipswich for the month of August 2009. On numerous occassions
alcohol was confiscated from persons and rowdy groups dispersed.
Advice and encounters were conducted with people not in proper
control of their dogs and using the park in an antisocial way.
Advice was also given to youths entering dangerous areas to fish
illegally. On 9th August 2009 the South West Ipswich Special
Constabulary team members organised an action day and assisted
work for this priority by using a passive drugs dog to check
every park location on south west Ipswich for drug
use.
Arson offences on South West
Ipswich
June 2009
Details
There has been an increase in

Outcomes
The Safer Neighbourhood Team has tackled this crime spike with no
new offences reported since June 2009. Fire service worked locally
with police in prompt reporting of all arson incidents.
Two young people were arrested and charged with setting light
to wheelie bins in Whitland Close on 9th May 2009. Local
neighbourhood watch and residents were to consult with the council
over a gateway closure to design out some of the offences. Two stop
searches, 26 hours of dedicated high visibility and plain clothes
patrols of targetted footpaths were conducted. Local residents had
crime prevention information delivered to their addresses.
Suspected arsonists were spoken to by police. Local
neighbourhood watch and residents associations were
updated.
The Triangle
Estate
June 2009
Details
There
has been a rise in anti social behaviour with individuals causing
concern and harm to residents and the bullying of young people.
Their behaviour is also affecting the residents of Chantry estate.
These offences include damage to local homes and to Ipswich
buses.
Objectives
To reduce the number of offences, prosecute offenders, and improve
the quality of life for the community.
Outcomes
We have continued to work with the residents association and other
partner agencies.
A successful Ipswich Borough Council led street cleaning day was
held on the 27th May and resulted in skip loads of rubbish and old
furniture being taken away. A multi-agency impact day was held
on the 12th June involving residents, local council, Police,
Education Officers, Fire Service and Trading Standards. We have
been working closely with our persistant offenders, one of which
received a 12 month supervision order. We continue to collect
information for the purposes of an antisocial behaviour order on
active persistent offenders in the area.
We have continued to work with the residents association and other
partner agencies.

Drug activity at Peterhouse Close
flats
June 2009
Details
Neighbourhood staff for the community continue to
report evidence of drug taking activity in and around the
Peterhouse Close area of Ipswich. Damage has also been reported to
communal entrances.
Objectives
To provide a safe environment for residents to live,
to reduce incidents of damage and drug taking activity, and to
prosecute offenders.
Outcomes
Housing association have been able to secure funding
for improved security access and doorways. Work starts from
September 2009. Police patrols were conducted in the area at
regular intervals.
Antisocial use of
motor vehicles around Cardinal Park, locally known as the 'Double
Ds'
April 2009
Details
Local residents have reported concerns about the
antisocial manner of driving around the area known as the 'Double
Ds' road system (Cardinal Park). Aggressive driving, music system
and exhaust noise, and speeding from vehicles towards the weekend
evenings is the nature of the complaints.
Objectives
Police and council partnership to enforce road
traffic law, and to problem solve the causes of this issue where
possible.
Outcomes
Operation Diehard was implemented to target
antisocial users of motor vehicles at the key times around
weekend evenings. In excess of 22 fixed penalty notices were
issued ranging from speeding offences to construction and
use offences. Roads policing unit continue to police this area with
support from safer neighbourhood team members where resourcing
allows. A long term solution to the road layout which is a catalyst
to noise and driving complaints has yet to be achieved, and is in
discussion and planning stages.
Vehicle Crime -
Theft from Motor Vehicles
March 2009
Details
There has been increased thefts from motor vehicles
in South West Ipswich. Particular areas of focus will be the
Gipping ward. Regular patrols in these areas will be conducted with
a view to identifying and capturing offenders.
Objectives
To reduce the number of offences for motor
vehicle related crime and prosecute offenders.
Outcomes
Operation Diploma in place providing a range of
police tactics to catch offenders. To date 81 encounters with
individuals, 20 stop searches, 4 arrests, 4 warrants executed
looking for stolen property and a number of other lines of enquiry
being explored. Hundreds of officer hours conducted patrolling key
locations. Snt priorities transfered elsewhere as offences
dwindle but operation remains in place supported by snt where
practicable.
School Burglaries
in the SW Ipswich SNT
area
February
2009
Details
The South West Ipswich area has recently suffered a
series of school burglaries. Items of value including school
projectors and computers have been stolen causing disruption to the
educational program.
Objectives
To work with local schools to improve security and
conduct regular patrols with a view to identify and prosecute
offenders.
Outcomes
Operation Disallow was put in place using
a variety of tactics to reduce crime and apprehend offenders. Crime
reduction surveys have been conducted at key locations. 8 recorded
crimes relating to breaks at school premises between 11/2/9 and
14/34/9. 2 persons arrested suspicion burglary and going equipped.
1 premises search for stolen property - negative result. 22
focussed hours of predominantly plain clothes bike and foot
patrol by snt staff as well as supplemental high visibility
deterent patrols throughout the month. Closer collaberative working
with police and schools.
Anti-social
Behaviour in The Oval Estate
November 2008
Details
We will be focusing on Peterhouse Close, St.
Catherines Court and Newnham Court areas. Increased high visibility
foot and mobile patrols. We will look for anti social behaviour in
stairwells and entry points to the properties. We will be looking
to identify any local residents that are responsible for anti
social behaviour in their community. The Newlarks Residents
Association has supported the action and have reported improvements
in the area.
Objectives
To reduce the levels of anti social behaviour in
residential buildings and deal with individuals
concerned.
Outcomes
30.5 hours of focussed mainly
hi vis foot patrol. Positive feedback from nearby residents
associations happy with team action.
Increased community intelligence.
Installation of IBC CCTV system at Cambridge Drive/St.Catherines
Court.
Positive working relationships with local area housing
providers.
