Sproughton Parish Council has a number of Advisory Panels, each with a mixed membership of Councillors and non-Councillors. Panels feed ideas to the Parish Council and undertake actions as decided by the Parish Council. The Panel mechanism allows knowledgeable residents to contribute their expertise to specific issues. The current Panels are as follows. After each is given its year of formation and its membership (number of Councillors plus number of non-Councillors).

News items - January 2010.

1. 
There is one vacancy on the Parish Council. Please contact the Clerk if you are
interested in being put forward for possible co-option.

2.
Structural work has been completed on the conversion of the Tithe Barn's former tractor garage into a community shop. 
Fitting out is in progress. The shop will open on Thursday 25th March. The shop project, which has been entirely funded by external grants and gifts, will be run by a Community Interest Company.  This is a not-for-profit organisation which is a separate legal entity from the Parish Council.

Members of the public are welcome to attend Parish Council meetings and we allocate time for the public to ask questions. The Parish Council also organises open Public Meetings from time to time on specific issues.  For example, during 2004, three such meetings addressed:

SPROUGHTON PARISH COUNCIL

Annual Report of the Council for the Year Ending 31st March 2008

 

Council Details

The Clerk to the Council and the Responsible Financial Officer of the Parish Council is Mrs Sue Frankis.

There are 12 'seats' on the Council. Councillors for the year were; Simon Curl, Rosalind Lavington, David Cheeseman, Colin Davis, Andrew Didham, Jenny Everett, Mike Fenwick, Simon Lavington, Penton Lewis, Richard Searle, Andrea Wedgwood and Stephen Woolf. At the Annual Parish Council meeting in May 2007, Simon Curl was elected Chairman, and Rosalind Lavington was elected Vice-Chair of the Council.

The Council meets in the Barley Room, and has met as a full Council on 9 occasions during the year. Councillors have made 79 attendances out of a possible 102. One Councillor has attended all 9 meetings, 2 Councillors attended 8, 6 Councillors attended 7, 1 Councillor attended 6, 1 Councillor attended 5 and 1 Councillor attended 1. Cllr Andrea Wedgwood and Cllr Stephen Woolf resigned during the year. Grateful thanks go to both for their work and time as Councillors. As at 31st March there were 2 vacancies. The Council has placed public notices in order to seek co-option of 2 Councillors.

Meetings are open to the public, and the Council is pleased to have in regular attendance at its meetings Sproughton’s 2 District and 1 County Councillor together with PC Austin and the Police Community Support Officer.

The Council has 6 Panels that deal with specific matters. These are Transport, Tithe Barn, Finance, Tithe Barn Bookings, 'Green' Sproughton and the Shop Panel. The Council has one committee; the Planning Committee.

Allotments

The Council administers the arrangements for the letting and management of the allotment gardens adjacent to the Wild man public house. The Council has a lease with the Felix Thornley Cobbold Agricultural Trust for this purpose. The annual rent charged to the Council by the trust is £301.94. The Council currently charges allotment holders £1.65 per rod per year. There are currently no vacant allotment plots and there is a waiting list of 3 people.

 

Burial Ground

The Council authorises burials and the erection of memorials. It is responsible for the management of the burial ground and continues to maintain it to a high standard; grass and hedge cut, paths swept and cleared.

Churchyard

The churchyard of the parish church, All Saints, is ‘closed’. Babergh District Council is responsible for the maintenance of the churchyard. Maintenance continues to be carried out in accordance with an agreed management plan. The plan seeks to conserve and enhance the valuable natural habitat of the churchyard and at the same time keeping it tidy. This work is done in partnership with Babergh District Council and involves local volunteer labour to cut and rake the conservation areas. Simon Lavington remains instrumental in this work.

Village Caretaking

The Council employs Mike Herbett to carryout Burial Ground and village green maintenance and grass cutting, with caretaking and ‘odd jobs’ in the Tithe Barn. The Council is grateful to Mike for his continued high standard of work.

Tithe Barn Management

The Council is responsible for the maintenance, improvement and use of the Tithe Barn. The Barn is an important village resource, which has significant historic and community importance. The Tithe Barn Panel considers matters of maintenance and improvement. The Tithe Barn Bookings Panel considers requests for bookings and use of the Barn. This panel includes parishioners who are close neighbors of the Barn. The Parish Council has appointed Jane Draper as Tithe Barn warden, to assist with hiring arrangements and management, and to ‘meet and greet’ hirers.

Planning Applications

The Council is consulted by Babergh District Council (the Local Planning Authority) on planning applications in the parish. The Council has been consulted on 47 planning applications during the year (a 34% increase on the previous year, and an 88% increase over the last 2 years). To date, 27 have been approved, 4 refused, 1 refused but subsequently approved at Appeal by the Secretary of State, 6 withdrawn and 9 are awaiting a decision by Babergh.

The Council continued to take an active role in the Snoasis public inquiry with the Community Alliance. The inquiry closed in June 2007, and a decision on whether to grant planning permission is expected to be made by the Secretary of State by 9th May 2008. Proposals for Broadmeadow were considered at a public inquiry in June 2007. The Council gave evidence at the inquiry with respect to concerns over traffic increases in the village. The Secretary of State has now decided to refuse to grant planning permission. The Council is currently considering pre-planning application proposals for the SWISS Centre on the A1214 near to Tesco.


Transport Panel

Simon Lavington is chairman of this Panel, and under his able management it remains proactive and effective. The Panel reports to the Council, and is made up of a mix of councillors and non-councillors. Simon Lavington will give a brief oral report at the annual meeting.

Tithe Barn Panel

Proposals to convert the west store to a community shop, replace the barn floor and insulate its walls and replace the midstrey doors have been given planning permission. Ros Lavington, the Panel chair, remains active in seeking grant monies to progress the works. The Panel is working closely with the Green Sproughton Panel in developing proposals for grant applications.

Green Sproughton Panel

Peter Lee is the chairman of this new Panel. ‘Green Sproughton’ is all about cutting carbon use, environmental awareness and improvement. The initiative was launched last year in the Tithe Barn. Sproughton is the first village in the UK to sign up to the Nottingham agreement on carbon reduction. The Panel is actively promoting environmental awareness, ways of reducing carbon use, and seeking grant funding streams for projects. The recent Spring Greens event and village litter pick were successful in further raising awareness, providing information on recycling, composting and energy reduction and clearing considerable amounts of rubbish from our village spaces.

Summary

The Council remains active on local issues and seeks to work in an effective and efficient way. Activity of the Council is published on Council noticeboards and in the Community News. Council and community information is also available via its website (www.sproughton.suffolk.gov.uk). Sproughton benefits from having a very good Clerk, active and resourceful Councillors and a supportive and active community.

75 TO CONFIRM AND SIGN THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 9TH SEPTEMBER 2009

The minutes of the meeting held on 9th September 2009 having been circulated to all members were confirmed and signed as an accurate record of the meeting.

 


76 MATTERS ARISING

Re. minute no: 09/10 64 Cllr S.Curl advised that Mr P. Lee has expressed a wish to stand down as Chairman of the Sproughton Green Panel for the time being. Cllr S.Curl has suggested that Mr P. Lee refers the matter to the Green Panel and invites a volunteer to step forward as a replacement chair.

Re. minute no: 65 (ii) The Clerk advised that the Parish Council had received a response from Mr A. Johnson, at the Highways Agency. Mr A. Johnson advised that the Highways Agency would be unable to meet the request by Sproughton Parish Council to remove the O.N.D.R. through Sproughton. However, he gave assurances that the route would only be used when no other alternatives were available.

7.35pm The meeting was adjourned to receive reports from County Cllr, Kathy Pollard, District Cllr, Nicholas Ridley and PCSO Cooper.

PCSO Cooper advised that there had been three reported crimes in Sproughton during September 2009. He advised that the Community Speed Watch scheme is an opportunity for parish councils to work together by recruiting volunteers to be part of the initiative.

County Cllr, Kathy Pollard referred to the report by Mr G. Barnes, published in the September issue of the Sproughton & Burstall Community News, of the planned works to resurface the Sproughton section of the A14 with longitudinal grooving. She had recently had experience of travelling on this type of road surface and had been very impressed by the noise reduction.

County Cllr, Kathy Pollard advised that she had been approached by Mr Hughes-Reckitt, who was concerned about the dangers of the proposed access to Sproughton Mill meadow. She has asked Julia Proctor, at Suffolk County Council, about the possibility of monitoring the speed of traffic approaching the corner of Sproughton Road, adjacent to Sproughton Millennium Green.

County Cllr, Kathy Pollard referred to the response by Hintlesham & Chattisham Parish Council to the proposed National Grid overhead line options. She has asked, through the regional Brussels Office, for details of undergrounding work undertaken throughout Europe.

County Cllr, Kathy Pollard advised that she has received assurances by the CEO of the Ipswich Health Authority, that Ipswich will retain a general hospital. Mr A. Cotterell expressed concerns that the Ipswich Hospital heart unit would be relocated. Kathy Pollard explained that the heart unit is to remain at Ipswich Hospital and that public confusion on the issue had arisen following recent media reports, which had referred to a particular trial.

Cllr S.Curl advised that Suffolk County Council is looking at ways of delivering its services in partnership with the private and voluntary sectors together with District Councils. He expressed concerns that Suffolk County Council appears to have failed to have regard to role that parish councils would take.

District Cllr, Nicholas Ridley advised that Burstall Parish Council has made a firm decision not to support a plan to amend the road layout of Coronation Corner, Burstall.

District Cllr, Nicholas Ridley advised that Babergh District Council is required to make a £1.4million budget saving in 2010/2011; this equates to 12 ½ %. He advised that Babergh District Council will be investigating all areas in which savings could be made. Cllr M.Fenwick commented that free car parking in Hadleigh is an incentive.

 

8.00pm PCSO Cooper left the meeting.

 

Mr A. Cotterell asked if Sproughton Parish Council had any comment or statement to make with respect to the draft Haven Gateway Partnership Report, September 2009. Cllr S.Curl explained that the document is not out for consultation and that it was prepared as an information document to be used in the preparation of Local Development Frameworks. He advised that Sproughton Parish Council has asked the Haven Partnership if it is intended for the draft report to go out to consultation.

77 PARISH COUNCILLOR VACANCY

The Clerk advised that due to the non-attendance at Council meetings for more than six consecutive months, Cllr J.Griffiths is automatically disqualified from his position as a parish councillor. Sproughton Parish Council declared a casual vacancy. There are now two vacancies.

Action: The Clerk is to notify Cllr J.Griffiths.

Action: The Clerk is to notify Babergh District Council.

 


78 TO RECEIVE THE REPORT OF THE PLANNING COMMITTEE

A list of planning applications and recommendations made by the Planning Committee since the last meeting had been circulated to all Councillors and noted.

 


79 FINANCE

(i) To Approve Payments and Budget Position

The statement of payments for September 2009 was approved.

(ii) To Consider Grant Requests

A request for a grant was received from Sproughton Senior Citizens Club. The Council unanimously agreed to make a grant offer of £200.00.

Action: The Clerk is to forward a cheque for £200.00.

A request for a grant was received from Sproughton Parochial Church Council towards the cost of procuring a storage container. The Council unanimously agreed to make a grant offer of £70.00, with the condition that the storage container be sited within the Parish.

Action: The Clerk is to forward a cheque for £70.00.

 

8.25pm County Cllr, Kathy Pollard left the meeting.

 

(iii) To Approve Reserve Account Transfer for Payment of the Notice Board

The Clerk advised that an insurance claim had been settled for the cost of repairs to the vandalised notice board and that it would now not be necessary to transfer funds.

(iv) To Consider Renewal of the Church Lane Dog Waste Bin

The Council unanimously agreed to renew the vandalised dog waste litter bin with a metal replacement. The Council unanimously agreed to transfer up to £250.00 from the General Reserve account for the payment of the dog waste litter bin.

Action: The Clerk is to arrange for the renewal of the dog waste litter bin.

(v) To Consider Arrangements for Setting the 2010/2011 Budget and Precept

Cllr D.Cheeseman asked if the Parish Council should include payment for the cutting of the Playing Field access road verge in the 2010/11 precept budget. Cllr S.Curl advised that it would be a matter for the Playing Field Management Committee to address.

The Council agreed to consider approval of the proposed draft 2010/2011 precept at the next Parish Council meeting.

 


80 TO RECEIVE THE REPORT OF THE 'GREEN' SPROUGHTON PANEL

No written report had been received from the Green Sproughton Panel.

 


81 TO RECEIVE THE REPORT OF THE TRANSPORT PANEL AND RELATED TRAFFIC ISSUES

A written report from the Transport Panel had been circulated to the Council.

(i) Cllr S.Curl advised that Burstall Parish Council had indicated to Suffolk County Council that it was of the unanimous view that Coronation Corner must be reinstated to the original radius, following recent sewer works in the area. Sproughton Parish Council was asked to consider two options: a) to keep the matter on the table and await the outcome of Suffolk County Council's technical evaluation; b) inform Suffolk County Council and County Cllr, Kathy Pollard that Sproughton Parish Council wishes to withdraw its request of 7th August 2009. The Council unanimously agreed to favour option b.

Action: Cllr S.Curl is to draft a letter to Suffolk County Council and Burstall Parish Council.

 


82 TITHE BARN PANEL

(i) To Receive the Report of the Panel and Related Matters

No written report had been received from the Tithe Barn Panel.

Cllr R.Searle advised that the Tithe Barn electric heaters had been fully repaired and would now be working with an increased output of 25%. He advised that the P.A. testing was scheduled to be carried out during the first week of November 2009. He advised that Folk in the Barn and the Carpet Bowls Club have expressed concerns regarding the level of the Tithe Barn floor. He advised that the floor had today been laser checked and that the results indicated an overall difference of 35mm from one end of the Tithe Barn to the other.

Cllr R.Searle advised that a family disco is to be held on 18th December 2009. The charge for the disco will be £200.00, the cost of which will be expected to be met by the bar sales. The Council agreed to underwrite the event with a proportion of the Chairman's Event Allowance.

(ii) To Consider Quotes and Appointment of Contractor for the Re-Surfacing of the Courtyard

The Council considered six quotes. The Council unanimously agreed to accept the quote received from 'C M Andrews' for £13,800 and to make a budgetary provision of £16,000.00.

Action: The Clerk is to notify 'C M Andrews'.

 


83 BURIAL GROUND AND RELATED MATTERS

(i) Request for Memorials

There was one request for a memorial. The request was granted.

(ii) To Consider Quotes and Appointment of Contractor for the Replacement of the Gates

The Council considered four quotes. The Council unanimously agreed to accept the quote received from 'Peter Stevenson Joinery' for £1,576.80.

Action: The Clerk is to notify 'Peter Stevenson Joinery'.

 


84 AFFORDABLE HOUSING UPDATE

Cllr S.Curl advised that the Housing Panel had met with Miss I. Wright, Hastoe Association and Mr T. Cotterill, Babergh District Council on 5th October 2009, to consider a proposed affordable housing layout plan put forward by Hastoe Association.

Cllr S.Curl advised that the Council had received a further unsatisfactory response from Mr Sanders, the solicitor for the De Zoete Will Trust. Whilst the planning application for the development of the Church Lane site is pending, the Trustees do not wish to enter discussions concerning the affordable housing element of the site.

 


85 PARISH PLAN

Cllr C.Davis advised that it was intended to make a presentation of the outline of the results of the parish plan to the public in November 2009.

87 To Nominate a Parish Council Trustee to the Reading Room & Caretaker's House Charity, Sproughton

The Council unanimously agreed to nominate Cllr S.Lavington as the nominated Parish Council Trustee.

Action: The Clerk is to notify Mrs G. Moore.

 


88 TO AGREE THE TIME, DATE AND VENUE FOR THE NEXT PARISH COUNCIL MEETING

The next Sproughton Parish Council meeting will be at 7.30pm, on 11th November 2009, at the Barley Room, Tithe Barn, Lower Street, Sproughton.

 


89 BABERGH DISTRICT COUNCIL COMMUNITY ACHIEVEMENT AWARDS 2009

Cllr S.Curl asked the Council to consider nominating Cllr R.Lavington and Cllr S.Lavington as recipients of the Babergh District Council Community Achievement Awards. The Council unanimously agreed.

 


90 BABERGH DISTRICT COUNCIL CORE STRATEGY

Cllr S.Curl advised that Babergh District Council is currently working on its Local Development Framework (LDF). Sproughton Parish Council has been invited to submit suggestions on how Babergh District Council could work in partnership with the Parish Council.

 


91 MATTERS RAISED BY MEMBERS

Cllr P.Lewis advised that a new architectural company was to commence business, sited in Poplar Lane, Sproughton.
