Children and Young People’s Services
has responsibility for children placed by or on behalf of them with
Foster or Link Carers. These include:
Safeguarding and promoting the welfare of the child in
arranging, or providing placements with Foster or Link
Carers.
Seeking out and having regard to the wishes of the
child in arranging or supervising foster or Link
placements.
Terminating unsatisfactory care placements, which may,
in some circumstances, involve removing the child forthwith. This
could result from an investigation under Section 47 into the
child’s welfare or any other child in the carer’s
household.
The local authority’s duty to make the enquiries under Section
47, in line with the procedures set out in this document, applies
equally to children in Foster care or Link care placements as it
does to children living with their own families. Actions taken to
make enquiries into allegations of abuse of children in such
placements should also include considerations of the safety of any
other children living in the household, including the carer’s own
children.
